O-103-26 Expressing City Council's support and authorizing the Mayor to prepare and submit applications for Water Pollution Control Loan Fund (WPCLF) loans through the OEPA Division of Environmental and Financial Assistance (DEFA) for design and construction projects related to the Bay View Water Reclamation Plant Improvement Project and to enter into and execute agreements as necessary and appropriate for obtaining this financial assistance; authorizing a dedicated source for repayment of said loans; authorizing a dedicated source for payment of any loan application fees; and declaring an emergency.
